All academic libraries should welcome this readable and meticulously researched analysis of a July 1988 Communist party meeting organized to stir up support for Gorbachev's reform program. As Hazan (Institute of European Studies, Vienna) shows, the 19th Conference fell short of Gorbachev's expectations, and it wasn't until a later autumn plenum that Gorbachev was able to make the personnel changes hoped for in July. The main event detailed here is thus somewhat of a letdown, but Hazan's careful documentation of perestroika's rocky road puts this volume in the sparse class of kremlinological studies liable to enjoy a long shelf life. The analysis is supplemented by 300 pages of articles and speeches translated from the Soviet press.-- Robert Decker, Harriman Inst., Columbia
