abstract
This is a comprehensive study of the law and practice on the regulation of strikes and lockouts in essential services in Canada, with a particular focus on three groups of employees that have been involved in important work stoppages in recent years: hospital nurses, municipal blue collar employees, and urban transit employees. The objectives of the study include identifying what services are essential, explaining the very diverse legal approaches to the protection of essential services in different jurisdictions across the country, analyzing actual experience with essential service stoppages, and offering recommendations on public policy reforms.
