Morley (adviser, Inter-American Development Bank) provides a meticulous, scholarly, and insightful overview and analysis of the impact of the 1980s debt crisis in Latin America and the adjustment policies that followed. The focus is on the repercussions, often negative, of adjustment programs on income distribution, poverty, and key social spending for human capital, particularly education and health. In more detail, two chapters examine unsuccessful adjustment (in Argentina and Venezuela) and more successful policies (in Columbia and Costa Rica) in dealing with the effects of the debt crisis. As other studies have suggested, a viable and dynamic exporting sector is indispensable to successful adjustment to a changed external environment; however, although it may be necessary, it is not sufficient for successful adjustment. This intelligent volume is packed with useful supporting data and valuable hypotheses and theories explaining why poverty and inequality increased in response to adjustment programs in some situations and, more importantly, how and why poverty indicators and inequality were reduced in other cases. For development economists and policy makers alike struggling with the issue of paths to equitable growth, this volume contains a wealth of information and interpretation to be put to use.
