Utilizing especially archival materials from various countries, the author (history and international relations, Univ. of Groningen, the Netherlands) presents a carefully researched, detailed history of the policy issues, diplomatic initiatives, formal proposals, and negotiations among the (West) European nations as they engaged in rebuilding their commercial relations after WW II. She shows why and how initial perceptions of the importance of tariffs and of the benefits of customs unions diverged and how "the Six" gradually reached a coordinated approach toward economic integration, resulting in the European Coal and Steel Community (ECSC) and, later, the European Economic Community (EEC). The author emphasizes more than other histories of this period do (e.g., Derek W. Urwin, The Community of Europe: A History of European Integration since 1945, CH, Feb'92) that these efforts occurred against the backdrop of, and were significantly influenced by, the simultaneous global GATT negotiations and, even more importantly, the Marshall Plan and the pressures to liberalize Europe's trading system, which the US exerted in the context of OEEC (predecessor of OECD).
